The Bureau of Ecology and Institutional Services protects the health and safety of the citizens of Baltimore City through routine monitoring and complaint investigation. The bureau performs inspections of schools, daycare centers, and foster care homes. It also investigates air quality, noise complaints, sewage water overflows, and some disease outbreaks (West Nile virus and shigella, and anthrax reports).

How do I apply for a waste hauler license?
Each of your hauler trucks and dumpsters must have a current license.
Step 1: Bring the registration form for each of your trucks to the Bureau of Ecology and Institutional Services at 210 Guilford Avenue, Baltimore MD 21202, 2nd Floor.
Step 2: Pay the required fee at our Customer Service Counter: $100 for each truck 7000 lbs and above, $35 for each truck under 7000 lbs, $10 for each dumpster.
Note: Licenses must be renewed every year.
How do I apply for a swimming pool license? (If renewing, jump to step 5)
Step 1: Summary of City and State Public Swimming Pool Regulations
Step 2: Visit the Plan Examiner's Office, located at 417 E. Fayette St., to submit blue prints
Step 3: Apply for a Use and Occupancy Permit at the Bureau of Buildings, Division of Zoning, also located at 417 E. Fayette Street.
Step 4: Contact the Health Department, Bureau of Ecology, to schedule an initial inspection.
Step 5: Once the pool has passed a Health Department inspection, bring:
to the Customer Service Counter at 210 Guilford Avenue, Baltimore MD 21202, 2nd Floor.

How do I apply for a tattoo license? (If renewing, jump to step 4)
Step 1: The Office of Zoning Administrator, located at 417 E. Fayette Street, must approve a new tattoo business.
Step 2: Upon Zoning Board approval, apply for a Use and Occupancy Permit at the Bureau of Buildings, Division of Zoning, also located at 417 E. Fayette Street.
Step 3: Schedule a Health Department inspection with the Bureau of Ecology.
Step 4: Upon approval of a Health Department inspection, complete the Tattoo License Application, which includes registering all tattoo artists who will be practicing at the location.
Step 5: Bring completed application and appropriate fee ($200 for a one year license, $100 for a temporary license) to the Customer Service Counter at 210 Guilford Avenue, Baltimore MD 21202, 2nd Floor.
